Everything’s safe now

So randomly in my travels in the realm of Skyrim, I encounter a Hunter trying to kill a wolf. He kills it and then says

“Everything is safe now”

In the middle of him saying that, a Dragon flew down and attacked us!

DON’T WORRY GUYS! IT’S SAFE!
